Optimizer overview
Optimizer is a Portuguese IT services integrator specialising in designing, implementing, and optimising high‑performance information systems and business applications. Lipor had long relied on Oracle technologies hosted in its own data centre. In 2019, Optimizer, an Oracle Gold Partner, was tasked with driving the cloud transformation of Lipor’s on‑premises mission‑critical systems. Secure, private, high‑performance connectivity was a crucial enabler of the migration underpinning Lipor’s business transformation. To ensure a superior end‑to‑end cloud experience, Colt’s best‑in‑class network was paired with Oracle’s enterprise‑grade cloud platform.

The challenge
Lipor — the Intermunicipal Waste Management Service of Greater Porto — manages and treats approximately 500,000 tonnes of urban waste annually across eight municipalities. Its strategy is based on integrated waste‑management systems aligned with Circular Economy and Sustainable Development principles.
As Lipor’s commitment to sustainable growth increased, so too did the demands on its digital infrastructure.
“Our systems were becoming limited in capacity and scalability, and we no longer had full assurance of information security,” reports Rui Lopes.
This led Lipor to consider two scenarios:
- building a new local infrastructure and data centre, or
- moving to a cloud solution.
Connectivity was critical. The link between Lipor’s systems in Porto and the cloud data centre needed to be robust, reliable, secure, and scalable — up to 10Gb in the future.
The solution
Colt delivered a 1Gbps Dedicated Cloud Access (DCA) service from Lipor’s on‑premises data centre in Portugal to Oracle Cloud Infrastructure (OCI) in Frankfurt. Optimizer selected Oracle paired with Colt connectivity due to the need for security, reliability, and Oracle‑certified integration.

A key differentiator was Colt’s ability to deliver last‑mile connectivity directly between Oracle’s Frankfurt data centre, Lisbon, and Lipor’s facility in Porto. The 1Gb line can scale up to 10Gb, ensuring future growth without reinvestment.
